COURSE SELECTION
IN MANITOBA
1. The Air Cadet League of Canada (ACL) and the Department of National Defence (DND) are jointly responsible for the identification of Air Cadets to participate in National Summer Training Courses (NSTC). For more than fifty years the civilian and military partnership has promoted the well being of Canadian Youth through their support of a number of challenging training opportunities. The NSTC that utilize all or portions of this selection process are as follows:
- * Advanced Aviation Technology – Airport Operations
- * Athletic Instructor
- * Glider Pilot
- * International Air Cadet Exchange
- * Power Pilot
- * Senior Leaders
- * Survival Instructor
- * Technical Training
2. The purpose of this document is to formalize the fundamental elements of the processes that are effectively employed in Manitoba to select qualified Air Cadets to participate in each of these courses. The processes were developed to meet two goals: one, to provide a consistent and fair method of selecting cadets; and two, to furnish the maximum objective scoring system to reduce or eliminate inconsistencies. Some subjectivity remains, but it is reduced to the minimum level possible while allowing some discretion for unique circumstances.
1. Selection of Air Cadets to participate in NSTC is a complex process that involves all levels of the ACL and national, regional and local involvement by the Canadian Forces. The process, despite its complexity, is cooperative and all involved subscribe to several fundamental principles:
- a. An Air Cadet must earn the opportunity to participate on the NSTC;
- b. Selection of Air Cadets for participation in the NSTC is based on the individual merit of the Air Cadet; and
- c. Excepting instances in which the safety or welfare of the individual Air Cadet, or other Air Cadets, might be jeopardized and instances where a medical condition would preclude third party licensing upon graduation from a NSTC, every Air Cadet has the opportunity to earn selection to the NSTC that he or she may wish to attend.
2. Notwithstanding the foregoing, it is understood that in a country as diverse as Canada, it is neither reasonable nor possible to establish one absolute criteria or formula that can be applied to administer the Selection Process. The critical requirements are that the process be equitable, as it applies to each geographic sub-division of the provincial establishment for each NSTC, and that everyone involved be aware of the process and how it is applied.
1. The establishment for each of the NSTC is determined annually by the Directorate of Cadets in consultation with ACL's national headquarters and considers such factors as cost of training per cadet, availability of bed spaces, instructors and training resources, etc.
2. The Manitoba allocation for each of the NSTC is based upon Manitoba's previous fiscal year’s Registered Cadets Monthly Average (RCMA)1 using the following formula.

Where:
- PQ is Manitobas provincial quota for the course;
- EST is the National Establishment for the course;
- PS is the Manitoba RCMA; and
- NS is the National RCMA.
1The Registered Cadets Monthly Average is the averaged number of cadets on parade each month during the fiscal year, excluding July and August, as entered into the Fortress data bank.
3. This allocation formula provides a minimum of one position on each NSTC for each of the twelve Provincial Committees annually.

The evaluation criteria that are employed in the various stages of the Selection Process are intended to establish the merit of an Air Cadet within the home squadron and among his or her peers at the Regional or National level. The criteria and the weight assigned to each criterion may vary somewhat dependent upon the specific nature of the individual NSTC and are shown on the scoring guides in Annex C.
2. The six criteria that are utilized in the various portions of the Selection Process are:
This portion of the evaluation criteria considers the effort demonstrated by an Air Cadet in participating in Air Cadet activities and the commitment of the Air Cadet to the overall objectives of the organization. The specific items which will be considered in establishing a ranking for an Air Cadet in this element of the evaluation are:
- * Length of cadet service
- * Training level achieved
- * Rank achieved
- * Summer camps attended
- * Participation in support of his or her home squadron
This portion of the evaluation will be completed prior to the scheduled interview with the Air Cadet on the basis of the support material provided with the Air Cadet's nomination.
This portion of the evaluation considers the effort of the cadet to prepare for the subject matter of the desired NSTC and the Air Cadet's overall level of interest in the subject. The assessment is based upon a narrative that is prepared by the cadet and through the Air Cadet's scheduled interview.
In the narrative it is intended that Air Cadets demonstrate their level of interest and commitment to the subject course. Candidates are expected to present a thoughtful and individual statement expressing their interest in the subject course, their effort to prepare for the course and the manner in which the course will contribute to their future plans.
During the interview process the material covered in the narrative will be discussed in addition to technical aspects of the subject NSTC. This component of the criteria may be utilized to assess the inter-personal and communication skills of Air Cadets applying for the International Air Cadet Exchange. The specific items which will be considered in establishing a ranking for an Air Cadet in this element of the evaluation are:
- * Interest in subject matter
- * Efforts to prepare
- * Contribute to future plans
- * Technical knowledge
This portion of the evaluation will be completed at the time of the scheduled interview with the Air Cadet and will substantiate or expand upon the information given by the cadet in his or her narrative.
Variations in local education policies are such that it may be very difficult to compare the achievement and performance of competing Air Cadets. However, it is accepted that the performance of an Air Cadet in school is an important indicator of merit. Particular care must be taken to ensure that an Air Cadet who attends a school that employs a semester system receives the appropriate credit for their accomplishments.
The Squadron Sponsoring Committee (SSC) Chairperson and Squadron Commanding Officer (CO) are to ensure that an Air Cadet, who attends a school which employs a semester system, and who is applying for a NSTC submits a school report for the last Grade completed as well as a school report for academic courses taken during the year of application.
This portion of the evaluation will be completed prior to the scheduled interview with the Air Cadet on the basis of the support material supplied with the Air Cadet's nomination.
The General Knowledge portion of the criteria considers an Air Cadet's awareness of current affairs and the respective roles of the ACL and the DND in the Air Cadet movement. The specific items which will be considered in establishing a ranking for an Air Cadet in this element of the evaluation are:
- * Current affairs
- * ACL organization
- * DND organization
This portion of the evaluation will be completed at the time of the scheduled interview with the Air Cadet.
All Air Cadets who apply for and are nominated for a NSTC are expected to maintain very high standards of dress and deportment. At the squadron level this assessment is based on long term performance. When cadets are interviewed for a NSTC consideration should be limited to the Air Cadet's appearance before the interview board. The specific items which will be considered in establishing a ranking for an Air Cadet in this element of the evaluation are:
- * Dress
- * Deportment and self-expression
- This portion of the evaluation will be completed at the time of the scheduled interview with the Air Cadet.
Air Cadets who wish to participate in the Flying Scholarship and Gliding Scholarship are required to sit for and pass a national qualification examination that is prepared annually by the Directorate of Cadets. No Air Cadet who has failed to achieve a mark of 50% on the qualification examination may be nominated for either a Flying Scholarship or Gliding Scholarship.
The mark obtained on the qualification examination is incorporated into the overall evaluation of Flying and Gliding Scholarship candidates.
1. An Air Cadet must achieve a combined mark of 60% in the evaluation phase of his or her application for a NSTC. No Air Cadet who has failed to achieve a mark of 60% during the evaluation process may be nominated for a NSTC.
1. When an Air Cadet who has been selected to participate in a NSTC declines the selection for any reason, the Squadron CO will notify the ACL (MB) Inc. of the situation. The ACL (MB) Inc. will then immediately advise ACL Headquarters that the Air Cadet has declined the selection.
2. An alternate candidate from Manitoba will be chosen to replace the Air Cadet who has declined the selection. Should there be no suitable candidate available from Manitoba an Air Cadet will be selected from not previously selected Air Cadets from Prairie Region, and lastly, from the most deserving Air Cadet in Canada.
